We offer a series of integral early intervention services including evaluation and therapy for children with developmental, emotional, behavioral and learning difficulties, such as motor/speech delay, Attention Deficit Hyperactivity Disorder and Autistic Spectrum Disorder as well as those with other problems, like bed-wetting and school-refusal. In addition, we provide these children and their families caring support and consultation to minimize future burden of the family and society.&lt;p&gt;&amp;nbsp;&lt;/p&gt;&lt;strong&gt;Our Service&lt;/strong&gt;&lt;br /&gt;We offer assessment, intervention and related services for children with developmental difficulties who are under twelve years of age, but reserve first priority for children who are under three years old or Taipei city residents under six years old. It consists of the Divisions of Cardiovascular Surgery, Thoracic Surgery, Neurosurgery, General Surgery, Pediatric Surgery, Plastic Surgery and Colorectal Surgery. There are 492 beds and 30 operation rooms as well as 110 surgeons and 30 technicians working for our service center.&lt;/p&gt;&lt;p&gt;Our department provides clinical service, surgical research and surgical education. The department consists of seven divisions, each of which maintains a distinct profile in terms of patients care, research and teaching. The mission of the department is to provide excellent patient care in an environment that stimulates its faculty members, trainees and students so that they are able to constantly improve their patient care, teaching, learning and investigative abilities. &lt;/p&gt;&lt;p&gt;In the area of patient care, the department continues to update our techniques in many areas, including open heart surgery, vascular surgery, hepatobiliary-pancrease surgery, gastrointestinal surgery, breast surgery, neurosurgery and thoracic surgery. Many efforts have been done to improve the outcomes for surgical patients. For example, a mini-laparoscope is used to minimize wound size and discomfort among patients receiving laparoscopic surgery. In addition, endoscopy is used in the field of neurosurgery to shorten the recovery time of patient. &lt;/p&gt;&lt;p&gt;In the area of teaching, the department has grown as significantly. The department presents more than 10 conferences and seminars per week across the various divisions which are opened to anyone who wishing to participate. A core course of 100 important surgical topics were designated as critical to our 5th year medical students since 1998, which has helped the students to become familiar with a basic knowledge of surgery. One to one teaching gives the students more chances to explore the problems that may be encountered during clinical service. Efforts to increase the number of affiliated hospitals continue in order to provide the students and residents with a chance of broader training in different branches of surgery. &lt;/p&gt;&lt;p&gt;In the area of training and teaching, the Department of Surgery at TPECH provides residency programs and fellowships training. Each of these programs is extremely well regarded and is considered one of the most outstanding in the field. The Department strongly encourages its residents to take time off for research training, guarantees the salary of the residents during the research experience and also helps in any way possible that allows the residents to study in the best possible laboratories around the world. As part of the Surgery Residency Program, five endowed fellowships have been established and are available to the recipients for use in any laboratory. The Department's educational activities are governed by the Department of Surgery Education Council. The Education Council has been charged with overseeing the surgical residency programs, scheduling, assessments, recruiting and mentoring. mmoid="1591090"/&gt;&lt;/strong&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;strong&gt;History&lt;br/&gt;&lt;/strong&gt;The Heping Branch, which was also known as the “Taipei Municipal Hoping Hospital” for decades, was firstly established during Japanese Colonial Period on Fuzhou Street (the present location of Women and Children Branch) and provided outpatient services only. In 1947 with the transfer of political power, the Heping Branch was renamed the “Taiwan Provincial Taipei Hospital Southern Branch”, but the name has been changed again in 1968 when Taipei city was municipalised by the Executive Yuan. Hoping Hospital moved to Guangzhou Street in 1971, and the hospital started with 200 beds at the new location. In the year 2005, the municipal hospitals in Taipei were merged together and began to be governed by Taipei City Government directly; at this point the Hoping Hospital began to be officially called the “Taipei City Hospital Heping Branch”.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;img style="float: left" alt="shutdown evening" src="http://www-ws.gov.taipei/001/Upload/public/mmo/tpecheng/和平附圖2.jpg" mmoid="1591091"/&gt;The SARS Period&lt;br/&gt;&lt;/strong&gt;On the 24th of April, 2003, there was a major outbreak of SARS at Heping. All hospital affairs were thus suspended. Entrance to and exit from the hospital were sealed with individuals trapped inside. The staffs were forcably isolated, and they could only see the light blue sky through the windows, while their minds and vision were neither light nor transparent at all. They could just wait, wait for another dawn, wait for another sunset, wait for the day when they could breathe the fresh air, and wait for the moment when their beloved ones could be in arms again.&lt;/p&gt;&lt;p&gt;It was indeed a trial for everyone, and an unforgettable heartbreaking memory for Heping staff that they hope fervently will never happen again. Heping, though was heavily damaged from within, has become stronger and tougher. In May of the same year, negative-pressured wards were constructed. On the 9th of June, Heping was reopened and outpatient services were restored. On the 28th of July, Heping restarted emergency services and this was the time when Heping was designated as the “Institute of Infectious Disease Control” to be activated when epidemic situations occur.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;The Present &amp; Heping’s Services&lt;br/&gt;&lt;/strong&gt;Heping branch now is a 510-bed regional hospital with a Fever Triage Station. It has 119 beds placed in negative-pressured wards. It is also well-known for community healthcare promotion in addition to the treatment of infectious disease. Projects such as four-cancer examinations, student eye protection, campus dental examinations, and smoking cessation clinics have been promoted in recent years. These importantly target both the local neighbourhood and the public in general.&lt;/p&gt;&lt;p&gt;Meanwhile, patient healthcare education seminars/workshops are organized regularly, and healthcare guidance is often provided outside of the clinics in the waiting area; the topics include medicine safety, disease control, and a healthy diet. It is one of Heping’s aims to educate every visitor in the concepts of prevention medicine and health maintenance. In terms of programs, Heping has gone through construction stages with the aim of creating an environment of high-standard and professional service quality to all the branch’s customers. There were around 55000 ESRD patients receiving dialytic therapy at the end of year 2009; among them, 50200 (92%) were undergoing maintenance hemodialysis and 4800 (8%) receiving peritoneal dialysis.&lt;br/&gt; It is ominous to suffer from ESRD but with the progress in modern medicine, these patients are able to survive using renal replacement therapy. There are three types of renal replacement therapy:(1) kidney transplantation, (2) hemodialysis, and (3) peritoneal dialysis. Each of them incurs tremendous medical expenditure. However, with Taiwan’s economic prosperity and the implementation of the National Health Insurance Policy, all patients have chance to receive these treatments at little cost.&lt;/p&gt;&lt;p&gt;    The doctors and nurses of the Division of Nephrology endeavor to improve our therapeutic standards and the quality of care through continuing education. We have implemented a prevention project for Chronic Kidney Disease (CKD) with integrated healthcare and education programs, and extend our care to patients with pre-ESRD CKDs, in order to reduce the high incident rates of ESRD in Taiwan in the future.&lt;br/&gt; There are Division of Nephrology at RenAi, Heping, ZhongXiao, ZhongXin and YangMing branch and all have hemodialysis and peritoneal dialysis facilities.&lt;br/&gt; &lt;br/&gt;Doctors in the Division of Nephrology&lt;/p&gt;&lt;p&gt;    There are 13 attending physicians in the five branch sites of Taipei City Hospital (TPECH). All of them are board-certified nephrologists. In addition, we have nephrology fellows in training, chief residents as well as rotating residents for inpatient care. These younger doctors will soon become the manpower in this Section once their training programs are completed.&lt;/p&gt;&lt;p&gt;Clinical Services available include hemodialysis and peritoneal dialysis as well as diagnosis and treatment of all kinds of diseases of the kidney or urinary system&lt;/p&gt;&lt;p&gt;[1] Hemodialysis:&lt;br/&gt;  There are 25 hemodialysis beds at the ZhongXiao branch, 17 beds at the ZhongXin branch, 30 beds at the YangMing branch, 36 beds at the Heping branch and 30 beds at RenAi branch. Peritoneal dialysis units are also available all five branches. We implement a one-time-use policy for all, including the high-efficiency or high-flux, dialyzers. Nocturnal hemodialysis is regularly available at most of the branch sites. The monthly hemodialysis sessions exceeded 6600 across the TPECH. Many patients have undergone hemodialysis for 10 years or more and quite a few have been treated for more than 20 years in our Section.&lt;/p&gt;&lt;p&gt;  [2] Peritoneal dialysis:&lt;br/&gt;    Peritoneal dialysis (PD) includes both CAPD and automated peritoneal dialysis (APD) modalities. They are the alternate treatments currently available for patients with ESRD. As a result of the fact that they result in greater hemodynamic stability (less profound fluctuations in the patient’s blood pressure, uremic toxins and plasma electrolytes, which are typical during hemodialysis), PDs are most suitable for elderly patients, patients with heart diseases or patients who are unable to tolerate long-term hemodialyses. Furthermore, if a patient cannot havc an appropriate fistula for vascular access during hemodialysis constructed, then PD is a valid option.&lt;br/&gt;    As PD is manipulated by patients themselves at home or at work, they are good options for patients living far from a hospital, for those whose movement is handicapped or those who are unable to return to hospital on a regular schedule due to work or study. Peritoneal dialysis units from TPECH service patients from outside Taipei City too including patients from Penghu. We have provided peritoneal treatment for more than 10 years. There 60 patients at the RenAi branch and 20 patients in the Heping branch. Some of our patients have been receiving PDs for over 10 years. There are four peritoneal dialysis nurses working in our PD settings and we are one of the qualified training centers for PD nurses and are accredited by the TSN.&lt;br/&gt; &lt;br/&gt;  [3] Other services:&lt;br/&gt;  Management of other kidney and urinary system diseases are also part of our area of expertise. There are independent subspecialty wards at two branch sites, and the rest share their wards with other subspecialties of the Department of Internal Medicine. Ultrasound examinations are regularly done. Percutaneous renal biopsies are also an available procedure.&lt;/p&gt;&lt;p&gt;FUTURE PROSPECTIVES:&lt;br/&gt;  As patients suffering from ESRD continue to grow at a significant rate in Taiwan, the Nephrological Section intends to expand our hemodialysis capacity to fulfill those needs. In addition, PD services will be established at other branch sites as an alternate choice. Furthermore, we would like to develop an integrated service delivery system in order to be better able to take care of the patients at the pre-ESRD stage. Health education and health promotion need to be part of such a system. Hancock and Duhl made a clear description of a ‘Healthy City’ in 1986, and defined it as: “A healthy city is　one　that is continually creating and improving those community resources which enable people to　mutually support each other in performing all　the　functions　of　life and in developing to　their　maximum potential”. &lt;br/&gt;The Community Medical Department of Taipei City Hospital is a subordinate medical department of the Hospital. Its goal is to create a healthy city by coordinating with the government policy and cooperating with other medical department such as Internal Medicine Department, Surgical Department, Women and Children Department, etc. Thus, superior medical and health service should be able to provide Taipei’s citizens with the means to keep themselves in good condition, including both physical and psychological health. The Internal Medicine Department, Surgical Department, and the Women and Children Department of Taipei City Hospital are mainly associated with emergency medicine, while medical services provided by the. Community Medical Department focuses more on preventive medicine and rehabilitation. These services are not only provided within the hospital but also extend into the various communities that make up Taipei. The Community Medical Department at present is divided into the following five departments, Community Medicine Department, Family Medicine Department, Occupational Medicine Department, Hospice Nursing Department, and Senile Medicine Department. Each has a different role and mission. These individuals provide trauma care, acute and urgent care, fast track care and patient and family services. Furthermore, the care teams have access to sub-specialists at all hours of the day and night. The facilities are fully equipped to ensure effective management of every kind of emergency condition.&lt;p&gt;The Emergency Operations Center (EOC) was officially opened on December 29, 2003. It is situated in Taipei City Hospital, ZhongXing Branch. It is the only and first Emergency Operation Center run by local government. Whenever there is incident that involves any kind of disaster, the EOC will analyze it and initiate a relevant level of Standard of Operation that is appropriate; it also integrates both vertical and horizontal connections between all the medical emergency recourses that are on regularly standby around the clock. To provide a prompt response and thus more effective and extensive control of communicable diseases, the Department of Health urged Taipei City Hospital to start a Department of Communicable Disease as the main frame of the Branch for Communicable Disease Control. The missions of Department of Communicable Disease are control and monitoring of emerging contagious diseases. A totally 65 public health nurses and 13 multidisciplinary officers in public health, epidemiology and law enforcement are assigned to four sub-divisions. They are&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Division of community contagious diseases prevention&lt;br/&gt;Division of new and emerging contagious diseases prevention&lt;br/&gt;Division of sexually transmitted diseases and AIDS prevention&lt;br/&gt;Division of tuberculosis disease prevention&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Whether newborn or asenior citizen, resident or immigrant, victim or household contact, personnel or facility, all are closely supervised by our staff for any sign of any contagious diseases expanding within the community. For any reportable communicable disease like tuberculosis, HIV, gonorrhea, infectious syphilis, malaria, dengue fever and enterovirus infection, prompt diseases tracing and contacts investigation is initiated within 24 hours. People with HIV/AIDS or tuberculosis are followed in case management manner and the Directly Observed Treatment, Short-course (DOTS) system can be applied to treat tuberculosis. Syndrome surveillance, such as flu-like illness, acute diarrhea, acute flaccid paralysis and acute jaundice, are four major syndromes that are worth investigation by our emerging contagious diseases division staff.&lt;br/&gt;A daily walk-in clinics for STD and HIV/AIDS are scheduled six days a week. Anonymous RPR/TPHA/HIV screening with pre-test and post-counseling are provided at the clinic. Everyone can call for help and STD/HIV/AIDS counseling by appointment or telephone hotline. Our trained staff also provided a 24 hour hotline for post exposure prophylaxis solely for health-care workers after needle-stick injury.&lt;br/&gt;The environment reservoir for diseases like dengue fever or malaria are surveyed periodically by our community disease division staff. Vector mosquito density surveys are conducted regularly. Any waste water containers are searched for mosquito larvae and removed immediately. In areas with a Breteau index reading of two and above, sanitation teams are asked to clean up the breeding sources. In areas with an index of three and above, inspections are made every two weeks until a safe level is reached.&lt;br/&gt;Preventive health, education and social welfare organizations have been consolidated to aid the prevention and control of enterovirus infections and a special task force has been established too. Disease surveillance, the training of professional workers and health education have also been strengthened. District level and local hospitals are required to report to the Department the number of enterovirus patients at outpatient clinics and under hospital care on a weekly basis. A surveillance system involving primary schools, kindergartens, nurseries and child centers has also been established in collaboration with the education and social welfare authorities. Epidemiological investigations are conducted immediately following any report of infection. Disease control workers and childcare workers attend training programs on prevention and control of enterovirus infections. Health stations also organize educational activities for the caretakers of kindergartens and nurseries. To prevent outbreaks of enterovirus infections from occurring, kindergartens, nurseries and childcare centers are supervised to ensure they clean up their environment.&lt;br/&gt;Immunizations are effective as a means of preventing and controlling communicable diseases. Vaccines can stimulate the production of antibodies and provide either total or partial protection. The immunizations offered at no cost in Taipei City are BCG, hepatitis B, combined diphtheria-tetanus-pertussis, oral poliomyelitis, measles, combined measles-mumps-rubella, Japanese encephalitis, tetanus-diphtheria vaccine with reduced diphtheria toxoid, and rubella. Since autumn 1999, Taipei City has also implemented a project to immunize all elderly citizens aged 65 and above against influenza. Taipei City Hospital uses an integrated PACS (Picture Archiving and Communication System), which stores images on a central server, which enables access of all medical images from any of the ten branches.&lt;/p&gt;&lt;p&gt;2. Division of Radiation Oncology:&lt;/p&gt;&lt;p&gt;Special facilities available now include the most modernized linear accelerator, stereotactic radiosurgery, 3D treatment planning system, Three-Dimensional conformal Radiotherapy and aMultileaf Collimator, The newest IMRT equipment will be installed soon. &lt;/p&gt;&lt;p&gt;3. Division of Nuclear Medicine:&lt;br/&gt;What is Nuclear Medicine&lt;br/&gt;Nuclear medicine is a branch of medicine and medical imaging that uses unsealed radioactive substances for diagnosis and therapy. These substances consist of radionuclides, or pharmaceuticals that have been labeled with radionuclides (radiopharmaceuticals). In diagnosis, radioactive substances are administered to patients and the radiation emitted is measured. The majority of these diagnostic tests involve the formation of an image using a gamma camera. Imaging may also be referred to as radionuclide imaging or nuclear scintigraphy. Other diagnostic tests use probes to acquire measurements from parts of the body, or counters for the measurement of samples taken from the patient. In therapy, radionuclides are administered to treat disease or provide palliative pain relief. For example, administration of iodine-131 is often used for the treatment of thyrotoxicosis and thyroid cancer.&lt;br/&gt;Nuclear medicine imaging tests differ from most other imaging modalities in that the tests primarily show the physiological functioning of the system being investigated as opposed to the anatomy.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Diagnostic tests&lt;br/&gt;&lt;/strong&gt;Diagnostic tests in nuclear medicine exploit the way that the body handles substances differently when there is disease or pathology present. The radionuclide introduced into the body is often chemically bound to a complex that acts characterisically within the body; this is commonly known as a tracer. In the presence of disease, a tracer will often be distributed around the body and/or be processed differently. Many tracer complexes have been developed in order to image or treat many different organs, glands, and physiological processes. The types of tests can be split into two broad groups: in-vivo and in-vitro:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;In-vivo tests are measurements directly involving the patient. By far the most common are gamma camera imaging investigations, although non-imaging probes are also used to measure the levels of radioactivity within a patient. &lt;br/&gt;The in-vivo tests available from our departments include:&lt;br/&gt;Bone scanning, myocardial perfusion scanning, lung scanning, renal scanning, brain scanning, gallium scanning, thyroid scanning, parathyroid scanning, adrenal scanning, liver scanning etc.&lt;/li&gt;&lt;li&gt;In-vitro tests are measurements of samples taken from the patient (e.g. blood, urine, breath). Division of Anatomical Pathology:&lt;/p&gt;&lt;p&gt;The division consists of the surgical pathology and cytology. The division provides diagnostic services related to surgical specimens, biopsies, and autopsy. The surgical pathology department now has five local branches at located at the different branches of the hospital. Each branch has one pathologist and two to three medical technologists. All of them provide diagnostic services related to surgical biopsies, cytopathology, and frozen section for intra-operative consultion and during autopsy. We participate in many clinical conferences and have good communication with clinicians; this is in order to get a consensus for best treatment planning for our patients. We also hold journal meetings and slide meetings to educate our members and maintain the quality of their diagnostic skills. In addition to the original administration management system, we have different management organizations for different administration and clinical professional functions. The Department of Pharmacy is one of the important paramedical units ofTaipei City Hospital.&lt;/p&gt;&lt;p&gt;　　The visions of the Taipei City Hospital are: patient-centered care aiming toward excellence and healthy citizens. In order to fulfill the goals of the hospital, the Department of Pharmacy manages not only the quality of the internal services, but also collaborate with community pharmacies and long-term care facilities to promote health, to prevent disease and to enhance the self-care functions of all citizens living in Taipei. In January 2005, when the city hospitals were re-organized and came under one system, the TCPC was reborn as Taipei City Hospital Songde Branch. TCPC is serving as the only public psychiatric hospital in Taipei City and is also the most important psychiatric teaching hospital in Taiwan and is affiliated with Taipei Medical University.&lt;/p&gt;&lt;p&gt;TCPC is responsible for providing mental health services to the 7.4 millions residents of northern Taiwan. The hospital provides comprehensive psychiatric services, including acute care, emergency service, chronic rehabilitation, day care, community mental health and walk-in clinics. There are a total of 612 beds for inpatient services, which includes 419 beds for psychiatric acute treatment, 175 beds for psychiatric rehabilitation, 12 beds for internal medicine, and 6 beds for neurology. Among 419 acute care beds, 30 beds have been reserved for alcohol and substances detoxification since 1991.&lt;/p&gt;&lt;p&gt;TCPC has run 25 to 35 walk-in clinics open daily in various different fields such as adult and/or adolescent psychiatry, internal medicine and neurology. The number of out-patients is approximately 400-500 people per day. There has been a 2%-5% annual rate of increment in general. In addition, there is a busy psychiatric emergency service, which is opened 24 hours per day.&lt;/p&gt;&lt;p&gt;The number of staff at the TCPC is 523, which include 32 staff psychiatrists, 3 general internists, 1 neurologist, 212 psychiatric nurses, 16 pharmacists, 15 clinical psychologists, 15 psychiatric social workers, 22 occupational therapists, 9 medical technologists, and 4 dietitians as well as many support personnel. &lt;/p&gt;&lt;p&gt;Other than as a clinical services provider, the TCPC plays a significant role in psychiatric research, which is sponsored by many organizations, including National Science Council, Ministry of Health, National Health Research Institute and Taipei City Government. The TCPC also maintains a working relationship with several foreign research facilities such as National Institute of Alcohol Abuse and Alcoholism (USA), and Tavistock Clinic (UK).&lt;/p&gt;&lt;p&gt;There are six laboratories within the TCPC, made up of (1) Laboratory of Psychopathology and Psychiatric Epidemiology, (2) Laboratory of Biological Psychiatry and Psychopharmacology, (3) Laboratory of Addiction Science, (4) Laboratory of Community of Psychiatry, (5) Laboratory of Child and Adolescent Psychiatry, and (6) Laboratory of Psychotherapy. Each year, there are over 25 scientific papers published in various peer-reviewed (including SCI) journals. The innovative and important findings of this research has led to the work originated from or in collaboration with TCPC being cited as the cover stories in the Journal of Clinical Psychiatry (2005) and the American Journal of Psychiatry (2010).&lt;/p&gt;&lt;p&gt;In accordance with increased economic prosperity and changes in social diversity, the demand for psychiatric services will undoubtedly gradually increase. As the important psychiatric teaching hospital in Taiwan, the TCPC has continuously played the leading role in order to facilitate the provision of quality service and the training of specialists, as well as carrying out research and development. We provide state-of-the-art care for patients with a wide spectrum of rheumatic, allergic and immunologic disorders, including desensitization immunotherapy.&lt;/p&gt;&lt;p&gt;Over the decades after foundation of Taipei municipal hospitals with the initial goal to take care of local patients on community bases, only a few physicians of these specialties were available in the individual local hospitals, and yet this group was never identified as an independent division. After the municipal hospitals merged into one Taipei City Hospital on Jan 1, 2005, we collaborated to set up the division to enhance our medical service with the base at the Ren-Ai Branch. Through affiliation with medical colleges, we aim to promote our quality of care and expand our multidisciplinary research. We hope to offer in the near future a training program that prepares fellow doctors for careers in academic allergic studies, immunology and rheumatology.&lt;/p&gt;&lt;p&gt;The specialty interests of the physicians include rheumatic disorders such as gout, rheumatoid arthritis, systemic lupus erythematosus, Sjögren’s syndrome, Behçet’s disease, mixed connective tissue disease, scleroderma, dermatomyositis, and polymyositis, systemic vasculitis, and the spondyloarthropathies including ankylosing spondylitis, Reiter's syndrome, psoriatic arthritis, and enteropathic arthritis. Skeletal disorders of interest include osteoarthritis, osteoporosis and osteomalacia. Allergic disorders of interest include bronchial asthma, allergic rhinitis, urticaria, angioedema, atopic dermatitis, and allergy to food and/or medication. The division also serves patients with regional anatomic pain syndromes including bursitis, tendinitis, and low back pain. Special tests and procedures performed include arthrocentesis and therapeutic joint injections, detection of auto-antibodies, allergen surveys, and desensitization immunotherapy.&lt;/p&gt;&lt;p&gt;Patients with the following presentations should consider evaluation at our clinics:&lt;br/&gt;1. It is divided into four center: the Corneal Transplantation Center, the Retina Center, the Oculoplastic Center and the Eye Care and Pediatric Ophthalmology Center.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;I. Corneal Transplantation Center&lt;br/&gt;&lt;/strong&gt;The cornea, smooth and clear as glass, strong and durable, helps the eye by shielding it from germs, dust and other harmful matter. It acts like a window that controls and focuses the entry of light into the eye. Opacified corneas prevent light from reaching the retina, which results in blindness. The purpose of corneal transplantation is replacing the patient’s opacified cornea using a donor’s clear cornea. This procedure provides a new clear window that allows light to be transmitted into the eye to reestablish the patient’s vision. We have been cooperating with Love Blind Association to provide a corneal transplantation service since 2003, and we offer the cornea free charge if the recipient has financial difficulties. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;II. Retina Center&lt;br/&gt;&lt;/strong&gt;The population is aging in Taiwan and the incidence of retinal diseases accompanies this increase and takes the from of age-related macular degeneration, diabetic retinopathy, hypertensive retinopathy, etc. On the other hand, retinal detachment plays an important role because trauma and high myopia are common in Taiwan. Our retinal center provides all kinds of professionally medical services based on the nature of disease. We also provide photodynamic therapy for the exudative type of age-related macular degeneration. Since 2004, we have cooperated with the Love Blind Association to provide financially strained patients with a free photodynamic therapy (PDT) service. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;III. Viral hepatitis related cirrhosis and its complications are also one of the major causes of death in this country. Non-alcoholic fatty liver disease and alcoholic liver disease are also two emerging problems in this country. The ways to reduce the mortality caused by cirrhosis and HCC includes:&lt;/p&gt;&lt;p style="margin-left: 20px;"&gt;1. Prevention of hepatitis B and hepatitis C infection, which can be achieved by vaccination and precautions.&lt;/p&gt;&lt;p style="margin-left: 20px;"&gt;2. Life style changes.&lt;/p&gt;&lt;p style="margin-left: 20px;"&gt;3. Hepatitis treatment in order to prevent disease progression, which can be achieved by anti-viral therapy&lt;/p&gt;&lt;p style="margin-left: 20px;"&gt;4. Early diagnosis of HCC.&lt;/p&gt;&lt;p&gt;These can be achieved by early detection of liver lesion by a regular screening by ultrasound examination and serum AFP test and abilities to diagnose using such good images modalities such as CT scan and MRI together with good biopsy techniques and a pathology diagnosis ability.&lt;/p&gt;&lt;p style="margin-left: 20px;"&gt;5. Effective HCC treatment.&lt;/p&gt;&lt;p&gt;Surgical resection is currently the treatment of choice if not contraindicated. However, HCC mostly happens in cirrhotic patients where surgical resectioning is not always possible because of the poor liver function status. Non-surgery medical procedures such as Percutaneous Ethanol Injection (PEI) and Radiofrequency ablation (RFA), which also can achieve tumor eradication comparable to surgical resectioning, are used as the treatments of choice under these circumstances. In those with larger tumor numbers, Transarterial Chemoembolization (TACE) is recommended. Furthermore, the high probability of tumor recurrence and the multi-centric nature of HCC, either synchronous or meta-chronous, makes comprehensive integrated multi-disciplinary treatment of HCC very important. The Neurosurgery Service uses a multidisciplinary approach to provide a complete range of services for the diagnosis, treatment and rehabilitation of patients with neurological disorders. The Hospital has excellent staff for surgery, nursing, radiology, neurooncology, neurology and other services.&lt;br /&gt;Currently, the Neurosurgical Service has an average daily census of about 50 patients, and approximately 1500 neurosurgical operations are performed yearly in the five Branches. Nine neurosurgeons, one of whom is a resident-in-training, and another who is an interventional neuroradiologist, are on the staff. Many of these staff members hold both Chinese and western medicine licenses, and have obtained medical specialty certifications in western medicine in areas such as internal medicine, dermatology, obstetrics and gynecology, etc. The Traditional Chinese Medicine Department is established inside every branch of Taipei City Hospital except the Song De Branch.&lt;/p&gt;&lt;p&gt;In terms of clinical service, the outpatient service is the major activity of the Traditional Chinese Medicine Department. It treats over 40,000 outpatients per month. The inpatient service at present is offered by the western medicine departments and involves combining Chinese medicine treatments by Chinese Medicine department with western treatments. In addition, the postpartum care center will open in the near future.&lt;/p&gt;&lt;p&gt;In terms of clinical diagnosis, in additional to following the diagnostic principles of traditional Chinese medicine, namely inspection, listening and olfaction, inquiry, and pulse-taking and palpation, the Traditional Chinese Medicine Department provides routine blood, urine, stool, biochemistry and immunoserological examinations as well as X-rays and E.K.G.s as needed.&lt;/p&gt;&lt;p&gt;There are three outpatient outreach services for menopausal outpatient, hepatological outpatients and melancholia outpatients. Furthermore, the 19 special outpatient services are opened to the Traditional Chinese Medicine Department, not only for convenience of teaching, but also to differentiate our services from the competitive traditional Chinese medicine market.&lt;/p&gt;&lt;p&gt;In teaching and training, the Traditional Chinese Medicine Department accepts student internships from the Chinese medicine departments of domestic medical colleges. It also accepts clerkships from the traditional Chinese medicine associations from domestic universities. In recent years the Traditional Chinese Medicine Department has begun to accept foreign physicians for internships. These individuals wish to study acupuncture and are medical school graduates from outside the country.
